The American Recovery and Reinvestment Act (ARRA) The American Recovery and Reinvestment Act (ARRA) of 2009 requires that at least 20 percent of the funding granted for water and wastewater be used for water efficiency, energy efficiency, green infrastructure, or other environmentally innovative projects. The Oklahoma Water Resources Board has committed funds for two projects: an experimental green roof at the National Weather Center in Norman, and stabilization of actively failing stream banks along Cow Creek near Stillwater. DEQ has committed $6.3 million dollars from ARRA to fund automated meter reading (AMR) projects in Duncan, Enid, Sand Springs, and Stillwater. AMR systems provide benefits for utilities, retail providers and customers, including: increased efficiencies, outage detection, tamper notification, reduced labor cost, improved billing and more flexible billing cycles, accurate meter reading - no more estimates, improved security for premises, energy management, and less financial burden correcting mistakes. New Additions to the ODEQ Web Site This was taken from the ODEQ Web Site Welcome to CROMERR.Net.
CROMERR.net is an
informational and networking site provided by the Oklahoma Department of
Environmental Quality (ODEQ) and Premirus Corporation to assist other
organizations that are subject to CROMERR Requirements in their compliance
efforts. ODEQ and its contractor, Premirus, have worked through the CROMERR
application process with the US EPA and have received approval by the EPA.
Oklahoma expects to be fully compliant and fully operational on its CROMERR
portal in early 2009.
This site has been
set up to provide other organizations with access to the Oklahoma application
to the EPA and describe Oklahoma’s approach to CROMERR. In the near future, a
working prototype version of the portal will be added to this site, along with
a general discussion group to allow organizations subject to CROMERR to
discuss solutions and approaches to CROMERR compliance.

CROMERR, an acronym
for the phrase “Cross Media Electronic Reporting Rule,” was adopted by the US
Environmental Protection Agency (EPA) in 2005, for the purpose of providing a
unified legal framework for electronic reporting under all of EPA's
environmental regulations. CROMERR specifies the requirements for states,
tribes and local governments that operated delegated programs to accept
electronic reporting, including electronic signatures, from regulated
facilities under most environmental regulations. Once a system is put in place
that satisfies the requirements of CROMERR, regulated facilities can file
electronic reports instead of paper reports, reducing the amount of paper
created and transferred, and thereby reducing the cost of reporting and
compliance monitoring for both the facilities and the agency operating the
delegated program.
ERS: The
Oklahoma CROMERR Portal
The Oklahoma approach
uses Public Key Infrastructure (PKI), digital signatures, and secure encrypted
transmission to accept and validate submissions. ERS is implemented as a web
portal gateway to the agency’s Edoctus™ Document Management System, with
digital signature verification, document archival and retention, issuance of
new digital signature certificates and all other operational processes
implemented as business rules within the rules engine of Edoctus.

ODEQ Exam Application Updates ODEQ requires the Exam Applications to be turned in a MINIMUM OF THREE (3) WEEKS before the exam date (written and / or on-line), they mean three weeks before, or sooner. For instance, if your on-line exam is on a Thursday, the exam application is due at least three Thursdays before the test date and not on that Friday. They are now allowing for exam applications to be faxed, if they are being paid with a PO # or Credit Card. But, if you are paying with a check, cash, etc. then it has to be mailed in. ODEQ Operator Search ODEQ Operator Search is now on the ODEQ Web Site to where anyone can go there to find the status of any ODEQ Licensed Operator. If you want to check on your own status or have a new hire or current employed operator who you need to check on or verify their current status, this is the place to do it.
